The GHMC’s Building Penalisation Scheme (BPS) has provided amnesty for illegal construction activity in the city. At the same time the civic body is no position to either realise the penal amount or take action against the illegal structures, a number of which have cropped up after the announcement of the scheme.
In the last three years since BPS was announced, the corporation has not taken up any major demolition drive against unauthorised constructions in the city. Except for demolishing two dozen buildings on various counts, based on complaints or on the High Court direction, it has not taken out its bulldozers to enforce building norms.
The corporation has also failed to blacklist any of the builders for violation of building norms. Though the G.O. 86 envisaging revised building rules clearly calls for blacklisting of errant builders, officials have turned a blind eye to this clause in the G.O.
Meanwhile, taking advantage of the BPS, structures constructed on government, endowments and wakf lands at various places in the city have been pushed for regularisation. Nearly 40,000 applications pertaining to such buildings are pending with the GHMC under the scheme. Though the officials have set aside these applications under “no regularisation” category, the civic body has not taken any steps to demolish these unauthorised buildings.
The GHMC additional commissioner (Planning), Mr K. Dhanunjaya Reddy, confirmed that nearly 40,000 applications were set aside as the constructions were taken up on land belonging to government or other religious institutions.
Many of these 40,000 applications are also covered under G.O. 166, envisaging regularisation of properties on government land. Also, there are properties which fall in the ULC.

Its GHMC officers responsibility NOT TO allow unauthorized construction in their area. But they conveniently close their eyes! How can we explain such proliferation of buildings (all Panchyat Approved or without any approval at all) in Manikonda, Pragati Nagar, Miyapur, Madhapur (Ayyappa Society), Nizampet Road etc .. all new construction started recently while no permission is allowed for unauthorized buildings after Dec2007!!!
Whole colonies spreading over Kms have been built in Madhapur Ayyappa Society...we can see hundreds of buildings, unoccupied without bank loan and without permission built recently. Incidentally they have all applied for BPS with application back dated to before Dec 2007. Few collapses like in Narayanguda may only open the respected Collector's eyes. (he has suspended town planning officers in Naraynguda area after collapse, for not reporting illegal construction) ..so why not in other areas before people lose lives?
