(Excl Ventures News) The panel for Telangana statehood may still be undergoing a bit of fine tuning, but those in the know of the workings of the Congress core committee say that the ball has been set rolling.
The broad contours have emerged. The question being addressed while the terms of reference of the T-panel are fixed is not whether to make a Telangana state but how to make it economically viable, a high-level Congress functionary explained. The committee, therefore, will primarily focus on three contentious issues: water-sharing, geographical boundaries and the status of Hyderabad.
“The economic viability of the entity, and of the state of Andhra, is at the top of the Prime Minister’s mind,” the Congress functionary added.
The Congress top honchos involved in the process said that the final shape of the panel was being worked out. But the Telangana MPs are quite certain it will be headed by a retired Supreme Court judge and will be submitting its report within a six-month time frame.
The name of retired Supreme Court judge B N Srikrishna, known for the commission on Bombay riots, is in circulation in the context of the Telangana panel. Justice A R Lakshmanan’s name is also in the reckoning.
The panel will take the opinion of a cross-section of people in the Telangana region to ascertain their aspirations since it is being said that only about 60 percent of the population is in favour of the separation.
The panel will talk to small political parties, industry bodies, students, NGOs, JAC members and civil organisations.
The panel will not be talking to the big political parties as the Centre has already consulted them.
