(Excl Ventures News) Soon, the city may have roads running through residential and commercial spaces.
For instance, if a link road were to be laid bifurcating a private property, the owner of the property will be allowed to take up construction of residential or commercial building from 20-feet (height of a two-storey building) above the road.
The owner will be given “air rights” on the condition that the person surrenders the land required for road to the municipal authorities.
The concept has been borrowed from the US and has been included in the core city’s new master plan.
Experts said the concept, which has been successfully implemented in other countries, will be “useful” in the twin cities where open spaces are hard to find.
JNTU professor N.V. Ramana Rao, an expert in structural engineering, said: “It’s a good proposal for a city where lack of space delays most road projects. But the concept has to be implemented keeping in mind the safety of those who will live in the buildings constructed above the road and motorists who will use the road.”
The GHMC additional chief city planner, Mr S. Balakrishna, said the “air rights” concept needs to be implemented effectively. “Until now, we have been giving Transfer of Development Rights (TDR) to property owners affected by road widening. The TDR concept has not been successful as owners may not have land at another place,” he said.
The AP Builders Forum President, Mr C. Shekar Reddy, said owners surrendering land will not lose their built up area with the new concept.

Its widely known that GHMC Town Planning Officers take bribes to approve projects. We can not expect them to go by rules and ensure top quality stable structures just because these would come up over roads! One more threat to public life?
