Hyderabad News.LRS is back. Apply online to regularize plots in old Panchayat Layouts
(Excl Ventures News.)In case of municipalities/municipal corporations falling under Hyderabad Metropolitan Development Authority (HMDA) limits, HMDA will regularise plots. For other ULBs, Director of Town and Country Planning (DTCP) will regularise after applications are made to respective ULBs / Urban Development Authorities (UDAs).
Only plots renewed on or before March 30, 2018, which is the date of promulgating notification regarding new Urban Local Bodies (ULBs), are eligible for regularisation.
The Municipal Administration and Urban Development (MA&UD) department announced Layout Regularisation Scheme (LRS) for the 68 newly-formed municipalities and municipal corporation, with basic regulation charges starting from ₹200 per sq ft for less than 100 sq metres plot to ₹750 for plots above 500 sq metres. The regularisation charges will be a uniform ₹5 per sq metre, irrespective of land value or plot area, in slums.
The orders, issued by MA&UD principal secretary Arvind Kumar, stated that actual regularisation charges will be the percentage of basic regularisation charges and will be calculated based on the land value prevailing as on October 14. For instance, if the market value is below ₹3,000 per sq yard, 20% of the basic regulation charges will apply and it will be 100% of the basic charge if market value is more than ₹50,000 per sq yard.
No layout or development activity will be allowed on bed of water bodies like river, and in the FTL/buffer zone of any lake, pond, kunta and in ‘Shikam’ land and other prohibited categories like open spaces earmarked for any approved layout. There will be restrictions as per stipulations for those in the vicinity of oil/gas pipelines as well as those earmarked for industrial, recreational and water body usage.
If 10% open space is not available in unapproved layout, pro-rata open space charges of 14% of the plot value prevailing as on the date of registration of such plot is to be be paid. Conversion charges will be made applicable for plots falling in other than residential use as per the master or zonal development plans.
Applications will be processed online only and about 90 days time is being given for submission of LRS applications. Only 10% of total amount of ₹10,000 whichever is less has to be paid as initial payment with application. The remaining amount is to be paid after issue of authorization letter by HMDA/DTCP. LRS approval will be given within six months from the date of payment of full amount. Comment :
