Telangana government is considering shifting the legislative assembly to
Hi-Tec City along with the state secretariat as part of a phase-wise
plan to create an ''integrated smart administrative city'' for the new
state, a minister in the K Chandrasekhar Rao government told TOI on
Sunday.
"The idea is to build a remarkable integrated
administrative cluster, where the government infrastructure is at one
place. For instance, a block will comprise three floors shared by the
minister, secretaries and HoDs," said minister for roads and buildings
Tummala Nageswar Rao.
"When you talk about creating an
integrated government infrastructure, you cannot have the assembly
building located at a distance from the Secretariat. It is going to be
included in the new complex in a phased manner," the minister told TOI.
He, however, added: "We will consult all the stakeholders before taking
the final call."
If all
goes well, the government will shift the legislative assembly only
after the secretariat complex becomes operational, the minister said.
An area behind Shilparamam near Hi-Tec City is being considered as an
option, as hundreds of acres of government land is available there,
Nageswar Rao said.
Hi-Tec
City houses hundreds of software companies, including dozens of
multi-national firms, which are ever-expanding in operations and employ
thousands of people. The government''s earlier proposals to take land
either around the Erragadda Chest Hospital or defence land at the Bison
polo grounds hit roadblocks one after the other. While Chest Hospital
option got entangled in a court case and saw huge protests, the Bison
Polo Ground option turned out to be expensive with the ministry of
defence demanding a whopping Rs 600 crore for 60 acres.
"Going
by recent experiences, we have decided to go in for a greenfield
development wherein the secretariat complex will be built on open land
in possession of the government. Hence we are considering the land
parcel near the Hi-Tec City as one of the options," the minister said.
As for shifting of the Assembly and the Council, he said, it would be
done at the final stage, while the present priority was on building the
primary structure of the secretariat.
The Vaastu consultant to
the state government, Suddala Sudhakara Teja, the secretariat near
Hi-Tec City would be helpful in decongesting city traffic. "The CM''s
vision is a seamless traffic flow in the city. Building the secretariat
at locations like Bison Polo grounds or Erragadda or anywhere inside the
main city would be detrimental to this. Locations near Hi-Tec city is
preferable since there is a scope for building the new secretariat in
sync with the changing image Hyderabad as a global destination," said
the Vaastu expert.
Bhuvangiri Lok Sabha member Bura Narasiah
Goud said the need to have a world class infrastructure was the main
reason behind the planned shifting of the secretariat building from its
existing location near Tank Bund.
"As a policy, the government
is committed to single-window clearance for industries in a fortnight.
To fulfil the commitment, we need to bring the disparate government
offices to a single location and realise tech-enabled paperless
governance. The smart administrative city is going to reflect the modern
face of Hyderabad," Goud said.
