As the Layout Regularisation Scheme (LRS) has been a major money-spinner for civic bodies,especially the fundstarved Hyderabad Metropolitan Development Authority (HMDA),the state government is considering giving the nod for accepting fresh LRS applications. Civic bodies in the state had accepted LRS applications up to December 31,2010.
However,processing of LRS has been continuing.The HMDA metropolitan commissioner has recently written to the government for reintroduction of LRS,while the Director of Town and Country Planning (DTCP) had made a similar request to the municipal administration and urban development (MA&UD ) department a few months ago.
Now,MA&UD department is seeking opinion of various wings of the municipal department whether to give clearance for LRS or not.Sources said HMDA,DTCP and Greater Hyderabad Municipal Corporation (GHMC) were in favour of reintroduction of LRS.The MA&UD department will take a decision on LRS by the end of this month, a senior official of the municipal administration department said.If the nod is given for accepting fresh applications,it will be applicable to plots in illegal layouts which were registered prior to December 31,2007 as was the case with the earlier LRS scheme, he added.
LRS was first introduced on January 1,2008 to regularise open plots in unauthorised layouts which were registered before December 31,2007.Initially,only two months were given to applicants along with the Building Penalisation Scheme (BPS),but it was kept on extending till December 2010.Nearly 1.30 lakh plot owners have applied for the LRS by paying part of the penal amount.Since several thousands of applicants have to pay their penal amount to the HMDA and GHMC,the MA&UD has given time to process the applications which were received earlier till December 31,2011.
Nearly 15,000 LRS applicants in GHMC and 17,000 applicants in HMDA are yet to clear the penal amount and take their proceedings.Both the wings are supposed to get nearly Rs 100 crore towards the dues.
Most pending applicants have to pay penal amount and submit Urban Land Ceiling Certificate (ULC).Some plot owners have not submitted relevant documents to process their applications for the past few years, an additional chief city planner said.Despite several reminders and putting their names in the defaulters list,the plot owners were not coming forward to clear their dues.Hence,the HMDA has asked the MA&UD to consider giving permission to receive fresh applications.During the LRS scheme,HMDA used to get about Rs five crore per month.As now only processing is being done,revenue through LRS has come down to a few lakhs.With the HMDA facing financial crunch,revenue through new applications would be useful for the authority, a senior HMDA official said.
