The Telangana state government employees,who have been on strike for the past 42 days in support of the demand for a separate state,called off their stir on Monday after the state government agreed to their demands and are slated to resume duties on Tuesday.The outcome is a result of a series of laborious efforts by both the Telangana employee JAC (TEJAC) and group of ministers (GoM) that lasted for over eight hours.
The employee JAC leaders entered into an agreement (Memorandum of understanding) with the state government on the nine demands put forth by them.They included the strike period to be treated as special leave,payment of salary advance,withdrawal of all cases registered by the cops against the employee union leaders,and taking back in service those outsourced staff who were terminated.The state also agreed to implement GO 610 and cancel the transfers that were effected during the strike period.
The employees were engaged in prolonged talks with the GoMs led by deputy CM Damodar Raja Narasimha and earlier with chief secretary Pankaj Dwivedi.The GoMs have already assured TEJAC of a positive response to reasonable demands.
With TEJAC leaders informing GoM that the strike would not be called off if all their demands are not met,the state government referred the list of fresh demands to the legal department.Apart from the three main demands already brought to the notice of the state government,TEJAC wanted government to assure that they would not invoke the Essential Service Maintenance Act (ESMA) in future and also arrange a meeting between TJAC leaders and the Congress core committee to discuss the issue threadbare with them.
The earlier demands include unconditional withdrawal of criminal cases on all striking employees,withdrawal of GO177 (no-work no-pay ),salary advance,treating the period of absence during strike as leave for employees who retired during the strike period and issue a fresh GO that would enable them to adjust the period of absence from duty against paid leave over the next 18 months.
