Notices are being sent to builders/owners who did not take occupancy certificates after completion of their buildings.The GHMC can collect 200 per cent more property tax as penalty from the owner/occupier every year till they take occupancy certificate, GHMC additional commissioner (finance ) S Hari Krishna told TOI.
Officials said after the new building rules came into existence,about 20,000 permissions,especially above ground+two floors where the builders have to mortgage either 10 per cent of their built-up area or one floor whichever is less to the municipal corporation,were given. So far,about 13,526 buildings were identified by officials which were completed and occupied by the owners.
Of them,most number of permissions were given in Kukatpally circle,where 2,442 permissions were sanctioned in the past three years.Serilingampally circle gave 1,749 permissions,while Circle 10 (Khairatabad) 1,551 permissions.Only 21 buildings were permitted in the Qutubullapur circle. As per GO 86,it is mandatory for owner /occupier of the building,who had taken permission after 2007,to take occupancy certificate.They are not supposed to occupy the structure without the certificate.
If any builder has not taken permission,it is considered to be illegal and the corporation can levy additional property tax. While giving permission,the town planning officials should inspect the area and look into aspects like number of floors,external setbacks,parking space provision and abutting road width and check the sanctioned plan.
If there are any minor deviations in the building,the authorities can impose penalty of Rs 1,000 per sq metre of built up area and can release the occupancy certificate. Sources said of the total permitted buildings in the past few years,not even 10 per cent buildings have taken occupancy certificates from the authorities.
There is a provision in the new building rules that government agencies including Central Power Distribution Company Limited and Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB ) should not give water or electricity connections to such buildings. Even if they want to give connections,the agencies can charge three times more than regular fee to the owners, the additional commissioner said.
