Even three years after civil works were grounded for the rail over bridge (ROB) passing through Hi-Tec City railway station,the civic authorities are still awaiting for approval of railway officials. The 910-metre ROB has been overshooting deadlines due to frequent changes in drawings,objections being raised by South Central Railway (SCR) and hitches in getting approvals.
The works of ROB,meant to reduce the distance between Hi-Tec City and KPHB,took off in March 2007 and scheduled to be finished by August 2008.However,officials said that it would take another four months to complete that too barring a portion on the railway track. The Hyderabad Metropolitan Development Authority (HMDA) has taken up the ROB at a cost of Rs 24.38 crore.It starts at KPHB Phase IV (rear side),Kukatpally and ends on the spinal road leading to Cyber Towers (near Hi-Tec City railway station).It reduces seven-km distance between old Bombay highway and New Bombay highway road.
HMDA officials said the bridge is getting delayed due to frequent changes in designs as demanded by the SCR.Initially,the SCR had approved the general alignment drawings (GAD) for seven metres height on the track. It later asked the HMDA to increase the height to 8.3 metres.When the HMDA submitted the revised drawings,the SCR reportedly stuck to the original height.
Issues with the SCR are being sorted out at higher level and approvals are in final stages.The works will speed up now, HMDA in-charge chief engineer V Madhwaraja said. If railways give final approval,the track portion would be completed in four months,the official said.
Meanwhile,the HMDA is also in a dilemma whether to have four lane or six lane flyover.Finally,it decided to opt for four lanes.Also,APHB has dilly-dallied in budging four acres land for the ROB. Shifting of sewer lines of Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB ) and AP Transco electric lines further delayed erection of pillars.
Meanwhile,the 480-metre-long flyover,at an estimated cost of Rs 22.60 crore,from Madhapur towards Kukatpally spinal road via Hi-Tec city junction would be ready by July end.Originally,the flyover was proposed with an underpass from Kondapur to Jubilee Hills checkpost.However,the proposal was put on hold as a corridor of metro rail would pass through it.
Comment : This flyover is a most urgent requirement. The working polulation has zoomed and thousands of people travel to work through Kukatpalli to Hitec City. The narrow underpass of the railway line gets choked and people struggle to cross from Hitec City to Kukatpalli . Once rain hits, police will start diverting traffic and people will be forced to go through Miyapur X road, an extra hour''s journey considering traffic on the Mumbai Highway.
