Barely 24 hours after allegations of politician-bureaucrat nexus in the APIIC-Emaar deal flew thick and fast in the media,panchayat raj minister Botsa Satyanarayana rushed to Delhi on Wednesday for a meeting with the Congress bosses who sought complete details of the Rs 2,400-crore loss to the state exchequer.
Congress sources said the decision was taken after chief minister K Rosaiah,a few close followers,Botsa and some top officials held a closed-door meeting on Tuesday evening to gauge the gravity of the situation.
It is learnt that the then industries minister Botsa informed the CM that he was unaware of the issue as the matter was never brought to his notice nor was it ever discussed by APIIC officials.He said matters relating to the transfer of profits by Emaar properties to its parent group were neither brought to his notice nor ever listed on the agenda of the APIIC board meeting.
In fact,it is reliably learnt that the chief minister has been asked by his Delhi bosses to spare none however big they are either in the Congress or bureaucracy.The CM is learnt to have told the high command that two top APIIC officials who took the decisions were totally responsible for all the transactions and file notings made by all officials associated with the project were being verified. The sources said the CM was waiting for a nod from the Congress high command before officially writing a letter to CBI asking it to probe the Emaar deal,as the parent company is based in Dubai.
They said there was every possibility of the state government seeking a CBI probe into all the APIIC deals with other private companies since 2002,with specific focus on dilution of its stake in various projects without the knowledge of the government.
The sources said the enquiry would also cover the agreement APIIC had with a prominent Mumbai-based builder and developer,which set up an IT park near Hitec City and later diluted its stake to help the private player.
Two legislators and close followers of Congress MP Y S Jagan Mohan Reddy C Adinarayana Reddy and G Srikanth Reddy questioned the timing of the controversy.

Panchayat raj minister Botsa Satyanarayana on Wednesday said his two successors in the industries department and the two chairmen of APIIC were competent enough to answer queries on Emaar Properties and other related issues.
He told the media that the entire issue was precipitated by two APIIC officials who acted independently without taking requisite permissions from the government. The Emaar controversy began after I left the industries department.There were two other ministers who headed the department after I left, he said.The minister said his visit to Delhi was personal.My wife and daughter are in Delhi and I have come here to spend time with my daughter,who is celebrating her birthday on Thursday, he said.
Earlier in the day,industries minister Kanna Lakshminarayana who too was in Delhi told the media that he had asked a senior official of his department to submit a detailed report on the issue.I will be in a position to answer only after I receive a report on the subject, he said
