The Telangana turmoil has landed officials of the stamps and registration department in a fix.The targets fixed for them,even though unusually lowered compared to the previous year,seem almost impossible to achieve. The department makes a considerable revenue contribution to the state exchequer.However,in the last three months the revenue from registrations has dipped.
However,in the last one month Ranga Reddy district officials of the department said the revenue generated was more.This could partly be because of the revised rates of land values which came into effect from Monday.Those who wanted to avoid ending up paying more money got the registrations done in July itself, V V Naidu,Ranga Reddy district (west) sub-registrar said.
But with the Telangana bypoll results going the TRS way and the party threatening some direct action after the end of the year,the apprehension is that revenues will fall further. In the Ranga Reddy district (East) region,the target was Rs 94 crore for April,May and June this year.However,the department could raise only Rs 57 crore revenue.
Obviously the figures are not encouraging.One cannot also be sure if the target for the entire year can be reached, said G Madhusudhan Reddy,sub-registrar,Ranga Reddy district (East). Considering the political atmosphere in the Telangana region in particular,the targets for revenue generation were reduced by the government.In the Ranga Reddy district,East,region under which covers most of the city outskirts including Maheshwaram,Shamirpet,Ghatkesar,Uppal,L B Nagar,Kapra,the targeted revenue generation for the year 2010-11 is Rs 362 crore.
The target set for the year 2009-10,however,was Rs 428 crore.Of this only Rs 251 crore could be generated because of the T-trouble last year.
Since the real estate sector was not doing well as a fallout of global depression and also because of the local political atmosphere,officials felt a reduced target could perhaps be achievable. Even the reduced target is difficult to achieve.According to one estimate there is 25 lakh square feet of built up area in Hyderabad alone which builders are trying to sell, a sub-registrar said. However,the Builders Association of India does not want to attribute too much to the T-results.
